Probably because they are expecting most players to use their retainers as their Mules and any additional characters as actual PCs as I do.

This is the reason right here. Retainers don't take as much data as a full character does and Square doesn't want to run into the population problem XI had with people having too many inactive characters/mules.
I am just a bit worried. Free - and this is the lowest I have ever seen the population at any given point. In a month they will begin to charge. I'd like to think it's the ripe gaming season, but I secretly think most people bailed due to payment announcement.
People can say whatever they like at this point, but if the game is reduced to so few players it becomes unenjoyable to the lot of us.
1 dollar extra per, but it also starts off at 12.99 last i checked(which has been a while) and goes up 1 each from there, where as we start at 9 and go up 3 per at that point
and you only ever really need 1...

I think there would be a lot of money to be made for charging one dollar per extra retainer. I know I'd buy a couple.

lol
Square wants more money. Offering a vanity service for unreasonable cost is what brings them said money.
20 bucks for a shiny pony in WoW.
5 bucks for two alternate character costumes in SFIV.
Team Fortress 2 hats.
Overpriced weapon packs in any generic FPS.
SE does what everyone else does. It's not reasonable but it's not mandatory either. Also, it has nothing to do with game balance or whatever, lol. That's just being an apologist.
its 3 dollars for extra characters so they can milk all the RMT accounts with multiple characters on it.
except that really isn't feasible for many of us who have accumulated quite a bit of items. One of my retainer is completely filled up with the more commonly used intermediate crafting materials, and the other is half filled with event/dungeon items(which i'm going to have to trash), food and gears, which also takes up nearly half of my character's inventory.
This is before taking into account of the raw material stock from my three DoL class, the HQ base/intermediate mats I'm saving for the new HQ system, materia, extra food, and a huge stock of less-often used, but still useful materials.
granted, I'm probably in the minority here, but I can't imagine anyone who deals extensively with crafting and gathering while also doing DoW/M can find a single character's inventory slots sufficient.
I'm no RMT >_>;;
besides, it's another service fee + $3 for each additional character for people who want actual usable mule since there's no in-game delivery system, in my case this would push my monthly cost for FF14 to $32.
Which I'm obviously not going to pay, so I'm just gonna have to liquidate/npc/trash my inventory.

I think numbers will show the value of charging $3 per character. I don't know of anyone planning to add many characters at that price.
