JP text bubble inside diadem

Encountered more JP text, this one inside matron diadem.

9 MAR 2017 Approx 20:00 Central

Frequency once, did not reproduce.

Class: FSH, full party.

Steps: Began gathering shortly after entering the instance.
A text bubble was displayed in english as usual, then was immediately followed by one in japanese.

I've encountered this, too. Not only applies to the bubble but also the message in the chat log. I don't have an screenshot, but I do have a direct copy-paste of the chat log:

This is from yesterday (10th of march) and the time displayed was my local time at the moment, which is Server Time +1.
