The reason that Drybone is named as such is pre-Calamity, it was extremely barren and did get no rain. However, the calamity, specifically the obscenely massive amounts of aether involved in it, distorted the weather patterns of regions globally, hence why it rains a lot in Drybone and snows in Coerthas. That is the official reasoning, given in the story of the game as well. The weather is not "inappropriate," even if it seems counter-intuitive.
It was also retconned in, though, since Drybone was still dry when ARR started. The frequent rains were added quite a bit later. (Coerthas, on the other hand, has been snow covered all along, though blizzard conditions there are relatively new.)
