Well he does wield katanas so that might also be a thing. Although he was already the Viceroy of Ala Mhigo before Doma was destroyed, so he has little to do with the situation there. Probably. Maybe.I think I have said this before but I think the answer to why we go to Othard is Zenos. They said we would learn about why he is and what he wants and how to fight him. My guess is we are going to run into Zenos and discover he has a power of some type that we cant counter. We will find out that he was once governor in Doma and then go to Doma trying to learn what the source of Zenos's power is. That would explain why Zenos would be the main antagonist in two completely different zones. One is where he is now and the other is where he has been.
At present all we can do is guess. I'm quite fond of my guess but yours can totally work as well.

My guess is he found something there which gave him power and now he has pulled the strings to come to Eorzea because there is something here that he is after. He is the Heir to the Empire. Ala Mhigo is kind of provincial for someone of his political standing. It would be interesting to run into an enemy who also has a cheat code who we cant just talk round like the WoD.
Gaius was the Ala Mhigan Viceroy up until ARR and Zenos was mentioned as being one of the contenders for the imperial throne during the succession crisis, so his position in Ala Mhigo is definitely a new one (relatively speaking). Which makes the idea of him having spent time in Othard possible.
I do like the idea that he found so sort of power that we have to track down as a reason for going East.
It will probably be that we need to give a message to someone there, or seek their help.
I'm still on the boat that we end up getting captured by the Garleans in Ala Mhigo and get shipped all the way to Othard. Maybe to draw Yugiri and company out, and to kill a Primal here and there.
Remember there's still a unknown spy somewhere in our ranks.
Ever since it was revealed in Tales of the Calamity that Kan-E's midlander bodyguard was a young Garlean conscript that she healed post-Calamity I speculated that he could one day betray her someway. Not too far-fetched to think that Roaille and co. would have eventually recruited him as a spy.
For one thing, he's almost-always present every time we go to the Lotus Stand and that's also where the GC leaders usually meet and plan things.
That would feel a bit cheap, honestly. We want nuanced Garleans, not Garleans that pretend to be diplomatic or defectors only to later betray the Scions, Warrior of Light and Eorzean Alliance. With that said, though, it is a possibility - I believe a recent interview stated Yoshi-P's desire for Kan-E to 'lose her calm, collected composure' out of anger. I thought it might refer to the events at Baelsar's Wall but that was not the case. Still, Regula was introduced as a morally complex character who had a good heart and just so happened to have different loyalties and methods to the protagonists. It would be a real shame is he is overshadowed by a betrayal, especially since there wasn't a single word of dialogue referencing him after his demise.
I guess it could be made more interesting if it was in response to the Warrior of Light and Scions slaughtering Garlean soldiers indiscriminately and not bothering with diplomacy. It's not going to be simple to 'liberate' Ala Mhigo or Doma and as such there's going to be a lot of death and dubious methods involved on all sides. So, hopefully such a betrayal wouldn't involve a cackling outright villain spilling important information but rather someone who is conflicted but at least partially justified in their actions.
