Why all player buffs still ticking when player is offline ?

For example, I have experience buff from survival manual for 60 minutes.

But if I logged out it continues to tick. So, if I want to fully use such items, I should play the game for this time without a break.

Other games, e.g. WoW, SWTOR, stops buff timers (food, flasks, etc) after player character is logged out.

Maybe I'm missing something here, but it puzzles me

Exactly.
If you want a QoL feature about stopping ticks when not logged, you may want ask it. But it isn't a given, each game deals with buffs its own way.
