I don't see any houses, or places that they could stay other than the adventures guild. Do they have beds in their businesses? Live on their boats? Live outside of town? I don't get it.

Well, there are a lot of closed doors in Limsa that might lead to living quarters....
More seriously I'd say that ALL the settlements and cities (and distances between them) are actually significantly larger than what we are shown - otherwise Eorzea would be very small and/or under-populated.
So assume that there are lots of buildings and stuff that we just don't see.

This would definitely be it. For another example: Dusk Vigil in Western Highlands. Fly over to it and you can hover above the area you start in when in the dungeon, but a much smaller version. Only thing against this, is that a lot of the bosses that are supposed to be normal npcs are a larger than any of the players, no matter the race (such as Captain Madison in Sastasha, a normal midlander hyur, taller than the tallest male roegadyn. Or even Commander Rhiki (female mi'qote) and Eynzahr Slafyrsyn (male Roegadyn), also being much taller than any players in Hullbreaker Hard).

Uldah is lined with buildings, Gridania has buildings near old Gridania. If it were released, it'd probably be a third section. There's also an npc housing section gated off in Ishgard, but Limsa doesn't have one in sight. Even with it scaled down, it's weird. I don't mind the small sizes, after all if you look at maps of old cities like London, there weren't many people around, so they're smaller than today's cities. Limsa also has that unused musketeers guild. I think Limsa needs a slight facelift for lore reasons. A lot of it doesn't make sense.

Well Limsa is a muti tiered location, we only visit 2 of it's levels. And considering the type of people who live in limsa, the all probably live in inn style single room houses in the towers.
They all drunkenly pass out at the inn after from one too many drinks at the drowning wench.
No but seriously though, this is acrually something that has always bothered me (not only about Limsa, but all city estates minus Ishgard)
