So... quite literally a hyur with bunny ears? Just make a hyur and get the ears in the Saucer. Done. Viera.
Assuming that creating a race is done with only similarities in looks, yes that would finish the product 'Viera'. Yet there have to be things designed like movement physics, how skills would work on them, what would be their special feature (maybe different ears?), every emote and gender-locked gear. Just by saying 'give a Hyur the bunny outfit' wont replace a new playable race. While I do not say, Viera should be the only race to consider; it should be treated with the same chances like every next race which is considered.
Basically. That's all they'll be in FFXIV's world.
To take another perspective, if similarity really is their argument against a Viera-like race, then make it so Viera:Miqo'te::Highlander:Midlander. Basically, give Viera a physically larger profile--and if you really want to make them different, give them animalist legs (similar to Draenei or Tauren legs in WoW).

Frankly, I don't really care for another race.
And i even dislike most race suggestions anyway.
The thing is, adding a new race is a ton of work. Not only do they have to create two genders, model them, create all new animations, and whatnot - all of which is a one-time deal - they also need to modify all existing and all future gear for the new race as well as the old ones. Every new race adds to the effort of all gear creation forever. That's a lot to take on.
My point is, this isn't about having weak excuses not to make a race, this is about not having a good reason to make a race. That said, if they introduce another race and it isn't the one you want, by all means complain. But if the debate is between Viera or no new race at all, you need to do the convincing.
I would not consider new races worth the effort.
Firstmost, they dont add anything to the gameplay of existing players. They only add a paid option.
Second, they require way too much work with refitting gear. It takes a long time refitting gear and having to do it with every single piece from a pile that only grows bigger makes the creating of a new race take longer.
World of Warcraft can add new races as they please with as big variations as they like because gear in WoW is just a texture on a naked model aside from shoulders, helmet and belt buckles. Blizzard does not care half as much about clipping on those models as SE does. This shortens the creation time significantly.
SE clearly does not look at clipping either, well over 70% of gear has issues, lolI would not consider new races worth the effort.
