In the chat menu, set up timestamps (preferably linked to server time). Do whatever you have to do to get that stalker talking and get as many screenshots you can of your chat log. If they don't respond to you, keep taking pics of that person following you in as many obscure places as possible. Lastly, file GM reports as if you're filing a police report (exact details of each and every occurrence and THEN the emotional summary) with links to as many screenshots as you can cram into that report.

The easier you make it for a GM, the easier it will be to get rid of that stalker.

Sad part is screenshots aren't accepted since they can be edited, and the GMs moniter stuff from some activity logs. Also getting him talking sounds like baiting in my understanding so I doubt that GMs would go after the stalker if it's found that it was so.

Actually screenshots do help them because

1) the time stamps captured in the chat logs in those screenshots can be used to search for logs from those time periods more quickly and effectively than actually saying "oh, it's around this time".
2) GMs should know if a screenshot has been photoshopped, especially since screenshots with time stamps are permissible in some courts when graphics specialists that have studied the game can confirm whether or not they have been edited.

As for getting them to talk, it's not baiting if they're smart enough not to fall for it.
