The locks are necessary in general to be sure, but at this point in the game there's really no reason Dun Scaith needs to be locked or Scripture still needs to be capped. Anyone who is just returning is undoubtedly doing so to get ready for Stormblood anyway, so it's not like they really need to throttle the rate of gear acquisition to keep those people here for less than three months until Stormblood takes care of the rest.
Cause they want you to work for it still. Through the anima series or clear A11S for a gobdip. It's kind of nice they aren't giving away everything for once. (Like the Diadem Coven weapon mistake)
I just wish the devs would increase the tome cap to 900 and remove raid lockouts not just at the last two months before an expansion, but a month before a patch introducing the next raid tier/a new type of tome/higher item level gear is released too. The raid scene would have likely benefited from it back in Gordias/Midas.

It's (roughly) two months before an expansion and a level cap/ilevel increase where everything we did at 60 will become irrelevant. At this point in HW I'm all for getting rid of the weekly caps and letting people farm as much as they can possibly get.
You can't forget they already doubled the scripture cap way earlier than when poetics got doubled. 900 is well enough to get what you need before SB if you cap weekly. Plus you have options to get free 270 gear now that Alexander Creator Savage is now unlocked. Diadem for free jackpot 265s. It's all there if you work a bit.

You realize while your playing that you are just in the game and u have limited control over what you can and can't do in thee game. So if the community won't do things without some incentive then u are left to the will of your fellow players. So that being said gear rewards are one of the things that's valued the most in this game even if it has little meaning to you personally. Hence that's why any content with meaningless relevant rewards is dead content.

How is it not people run the gear tredmeal because the game is based off of a mount and gear reward system. The person who has all the mounts isn't gona farm nearly as much if at all as the person who doesn't have any. Same thing with if gear was a free for all if everyone had a chance to get every job to 270 in a months time then it would kill the game players would have no incentive to play with other player's. If you elimate the cap system u make this a game with an ending until the devs make new content. If you have every job to sixty every mount in the game all jobs to ilvl 270 tell me what else is left to do in the game?
That happens WITH the cap already though - I got every job to 60, the only mount that I'm missing (and that I want) is Zurvans bird, all jobs that are relevant to me are geared up to 265+ - and all of that has been like this for about 2 or 3 months already. Without the cap I would be sitting on even more useless tomes - not a totally bad thing, but it also doesnt seem as if the cap is that much of a hindering... at least it never was to me.
