    Just a thought, after you have done that CS, on your Journal, if you click or select map does it show an orange area on were you need to be? ( been a while on that quest )If I recall on some you may need to go to opposite side or even bottom / upper floors to find correct NPC. Other times on your map should show a story icon as well. Being that SE makes it easy to find using journal with the exception of a few quest later on, side quest.
