CANNOT PROGRESS IN STORY

PLEASE NOTE: I have already posted about this bug, waited an entire month, and saw that it was just moved to "Working as Intended". No one has contacted me with a solution. This is absolutely a real issue. I have been unable to progress beyond this point for a month now.

ISP: Comcast

Date & Time: March 2017 EST (ongoing issue), reposting bug issue April 4, 2017

Character Name: Leilani Annuhai'a

Retainer Name: None

NPC Name: None (though I need to interact with Bartholomew and am unable to)

Monster Name: None

Class/Level: Scholar level 51

Party or Solo: Solo

Race: Au Ra - Raen - Female

In-Game Time: Ongoing issue

Area and Coordinates: Ul'dah Airship Landing, X: 10.7 Y: 11.1

Housing: None

Steps:
1. Exited Ul'Dah airship landing after a cut-scene.
2. Returned to Ul'Dah airship landing to cross the gate and speak with Bartholomew (as is required in the quest "The Black Wolf's Ultimatum").
3. Cannot get on the other side of the Airship Landing Gate to speak to Bartholomew and progress in the story. NPCs have no option to cross.

The below link is someone who had the same problem as me and it was resolved. This is not a "Working as Intended" issue. I need help.

Their issue was resolved, mine was ignored. It is the same issue.

In the kindest way possible, I am getting very upset that I am even paying for this game. Please help.

Just a thought, after you have done that CS, on your Journal, if you click or select map does it show an orange area on were you need to be? ( been a while on that quest )If I recall on some you may need to go to opposite side or even bottom / upper floors to find correct NPC. Other times on your map should show a story icon as well. Being that SE makes it easy to find using journal with the exception of a few quest later on, side quest.

My friend did this....however there is an NPC which offers the optons to cross over (I believe the option was the name of the quest)
