Well, you can verify the game files if you got the game on steam I believe, but I can't guarantee it. But yeah you might need to reinstall it all.

Yes and no (short version... don't!).
Steam only has 2.1 on their servers, so if you verify files it compares what you have (3.56) and realises it doesn't match what it has (2.1) and will literally redownload 2.1 and delete everything else, including Heavensward. Then when you run the launcher again it will see you only have 2.1 so will set about downloading every patch since then.
This is a problem with any game that updates itself/doesn't update via Steam. So basically verify files will work, but it will force a massive download even if there are no corrupted files. If you're absolutely sure you have corrupted files/want to reinstall, it's probably cleaner to just uninstall/reinstall.
