I see there is now a new stat called Tenacity for tanks. I just hit 70. Should I be using this kind of materia for my gear? How does this stat weigh compared to others now?

Battledance.
I know that. Should I slot it over other choices is what I need to know.
We don't know yet, the theorycrafting is still out.
Check back in a few days, I guess? Depends on how fast Dervy is able to work it.
We don't know how strong it is yet, but the effect is to lower damage taken, increase damage dealt and increase healing received.
Personally I wouldn't count on it being very good. They're not going to make the damage taken or healing received portion very strong, if they did, then it would be necessary for tanks to have it. And the damage dealt portion is probably going to be less than determination or that stat would be useless as tenacity would do the same thing and more.
So it's likely going to end up in a slightly better position than parry where it's nice but other stats would be better and you're only going to take it because there's nothing else available. I really can't imagine we'll end up using it as materia.
But I could be wrong, they could start making enemy dps so high that a tank without enough tenacity simply can't survive. It's possible, just not probable.
I would hazard a guess that for strict damage increase, I would guess it to be worse than crit and det, but it is the only defensive secondary stat, so that has to count for something.
I'm going to try gearing up crit/tenacity.
Thanks. I just hit 70 and wasn't aware this is still being investigated. I'll keep an eye on things and see what people find in the coming days.
Based on preliminary testing, I would say no. The guess is that they kept the formula for parry but just changed the effects.
We did a very tiny amount of testing of the damage reduction and damage done aspects since that's what everyone will care about, but I was getting like a 2% damage taken difference at 600 vs 1300, and 1.7% damage done at 800 vs 1100 or so
I was really hoping to be wrong about the scaling too.
