You can't start getting them until you reach level 51 and get Collectable Gathering. There is also a quest you need to do in Mor Dhona that will unlock Rowena's House of Spledors in Idyllshire.

So a slightly more in depth answer. You have to unlock heavensward before you can do any of this, as the actual unlock quest for the collectable system is in Ishgard. Once you finish the unlock, Rowena's people will be willing to pay you for certain items based on demand. The items they want change on a daily basis at a certain time, and you can see what they want currently either by talking to the "Collectable Appraiser" at either Mor Dhona or Idyllshire or by pulling up your timers menu and checking the listing for Rowena's House of Splendors. From level 50 to 55 they just pay exp and gil(so another way to gain levels without just making/gathering stuff or doing leves). Once you get to the level 56 items they start paying blue scrips(gatherer scrips for miner/botanist/fisher items, crafter scrips for crafted items from all 8 disciplines) as well as exp and some gil, and then some level 60 recipes pay in red scrips(also seperated by gathering/crafting) and gil. The payout's are clearly listed either talking to the NPC or by looking at the timer menu. They tell you what item they want, and how "collectable" it needs to be to cash out(each with 3 tiers for increasing rewards if you do better). As a gatherer you decide what item to go for. Find where it comes from and go there, turn on your new "Collectors Glove" skill, and then select the item you want to collect(many nodes will only have 1 valid choice for collectables, or none at all). This changes the gathering interface to the collectables one. You have new skills called "Appraisals" which raise the collectability of the item while lowering its durability, as well as some other skills that modify these appraisals(these may not automatically appear on your action bar, but they should be on your skills page and you can assign the ones you plan to use). You use your appraisals/etc to get the collectability that Rowena's people need(having a higher perception stat will increase the amount of collectability that gets added per appraisal), then gather the item when youre done. Collectables dont stack with each other, so each one takes its own inventory space(plan accordingly) - however the NPC will pay you for each one you turn in during any given day making this an infinite source of exp. Experiment with the skills(find one of the low-value items on an always available node to experiment with so you arent wasting a timed node) to get a good feel for them. Anything you gather that doesnt meet the minimum requirements to turn in, you can use the "lower quality" option on the contextual menu to make it normal and regularly stackable again.

You can also gain some scrips from your adventuring squadron if you get the right synergies on your team, but these would be limited to once per 18 hours(though potentially hundreds at a time) and will usually require at least a little bit of luck.
