If he does this, I would likely quit the game. Sorry, just being honest. I don't like the idea of purposely being given less due to not being from a certain place.

Are you aware that players outside of japan are paying the same sub fee? Don't you think that many players are already pissed by seeing "Japan only"?
And it's not cool to see players with exclusive Items just because they are japanese, that others are getting 1 year later, or they even are getting nothing.
It's interesting to see how some of the japan players are ticking.

They can get away with exclusive content for CN or KR (obnoxious as it is) because they're separate versions of the game.
As long as we're on the same servers - and I hope that's forever given my circumstances - the JP/EU/NA global version of the game needs to be truly global. That means no special treatment for people in another region. Imagine if the seasonal events were always staggered by time zone so they activated for people on Japanese accounts first; they already get a lot more community activity than us because the team is based there and running local events is much easier.
Having in-game items locked by region is just a bad way to run things. They can announce Japan first if they like, but forcing the rest of us to sit around watching everyone else enjoying their new rewards while we don't even know whether they're coming breeds a great deal of resentment.
This, because it's pretty much the way I'm beginning to feel over this campaign the longer they go without giving us any word. They haven't announced anything yet, except a lodestone page entirely in Japanese as if the rest of the world won't pick up that something is going on. Even worse for EU (some countries got it, but others didnt) players, we dont know if we are going to get it or if its going to be the like the last time. SE told us in October that our events is comming, then in December we get told that its not comming, they waited till just before codes are going to expire, to announce that the other countries would not get any. The items could have been placed in the Mog Station, tied to a purchase of an subscription etc. Still no responds and the thread about the EU Maid/Butler event has alot of pages, but no response.
I knew something was wrong when my country did not receive any events in November, so I got mine event items via Amazon.fr. This time if there is another EU event, I wont wait for the one in my country and just buy a game from one of the other countries asap, I cant realy trust SE on their word, after the event last year.
Please, please, pleeeease release those items in the west. We love Dragonball over here, so give us the cloud.

Plus on the last french campaign some offered to players that could no go to the Meltdown to do it for them for free (no charge for the action of going to the Meltdown so no RMT)
They just had to pay for the drinks that needed to be buy to get the codes so everyone was happy, those who went get drunk "for free" and those who could not go obtained there code ^^
People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
I'm on the same boat as you. I didn't buy the magazines. I didn't buy anything from Amazon FR, and I didn't participate in the German one either. As in the announcements of the whole campaign they said they were looking for something for my country. Thus I waited patiently only to get a response, almost at the end of the entire campaign, that it got canceled for the other countries that didn't get a campaign. So much for waiting patiently.
I rather have SE not doing a campaign again and put it in the Mog Station for the same amount the Japanese can buy it for. As honestly I, and probably lots of other European players as well, have a feeling it'll go the same way once more.
But I doubt they'd do it. I mean why putting something into the cash shop, getting all the profit yourself than going through the hassle of setting up campaigns and ignoring more than 50% of Europe?

Personally would rather not see it happen like this as that only gives the JP a timed exclusive and everyone else a slap in the face. What they should have done is put the original items on the mog station once the codes expired, then put the cloud mount in the CS like every other Chinese item that's released over here, and not done another promotion at all, in japan or otherwise unless they could find a way to stage every promotion promised at the same time. I get what you're saying though. Either way at this point, one region is going to be given special treatment over another and there's really no way around that.
