Penalty from light/full party duties, why does this happen.

I don't think you get what I'm saying. When they released the penalty, they stated it was for df because of the mass waves of people bailing on duties and cheesing the 24 man raids.

I said I'm confused as they seem to change it. the roulette system was meant for people to que up random dungeons to help players through ques. Which got changed to include full pre-made pt. A full made premade group does nothing by leaving dungeons they are tired of. there is no exploiting, and no advantage.

All you get is tomes, getting tomes faster has no advantage over anyone else, infact queing as a full group is already cheesing the system based on your logic and wording.
