Scripted Characters? is it possible to put your character on auto pilot?

Its not just for leveling, Gathering also has the same problem with people botting their character to sit around nodes and such.

Lv.60 Gatherers do this exactly with the FATE Method you mention, 4 Hours Ingame in a Zone farming Ephermal Nodes, next Zone and next Zone the same.

Trade or Whisper them and they automatically set their Status to "Busy" or even send a automatic "?" as reply and do Shrug Emote.
It's quite fascinating and also horrible to see how they Develope in the end.
