No, it does not. It adds a Foe's Requiem debuff on all enemies within range, reducing their magic defenses by 10-20%. The said debuff only applies to enemies.
You were most likely told not to sing to avoid pre-pulling the boss before the tank, which can happen on small areas like in Ramuh, Ravana or Refurbisher fights. That, or the person telling you to not sing is straight up wrong.

was it a high-lvl unsynced grp? maybe they were just afraid of the primals enrage. most of the overgeared grps forget about the enrage of ex primals like levi, ramuh, ifrit -> which will insta kill ya if you dmg the boss while add phase. -> if the bosses are high doted close before the add phase it can be problematic even more if the dots are buffed f.e. via Requiem. could be the idea but honestly its just a wild guess. ^^
edit: but even than its a bit unlogical cause Requiem would help to finish the add phase way faster... although the dot-problem would still remain.
Ravana Ex? Probably related to the Moon and Spirit Ghana adds that appear. It's been a while since I did the fight, but I'm pretty sure the debuff will trigger them as aggrod the same way attacking them will which may lead to them casting their sword generating cast earlier than anticipated, and it's possible those telling you not to use it were doing so with that in mind.
I don't know if it's strictly necessary to avoid triggering them via Foe's these days though, what with higher gear levels and all, but that's really the thing that springs to mind.
