It isn't or wasn't meant to be interesting or giving you a lot of things to do. It's meant for people that like to catch up, hence the weekly increase of the lore tomes. In the 2.x series we experienced that one as well, with later on lowering even the current tome gear requirements. Let's say you need 875 for a body piece right now, in a months or so it will be down to 475. It's the time for people to take breaks or to level alts/different jobs and gear them, before the expansion hits. You'll be disappointed if you're waiting for a lot of new content till expansion.

Not expecting lot of new content, but they should be putting more content out then what they are if they going to have all these patches. 3.55a 3.55b 3.56. Oh I agree with that but it's more appealing to the customers if you announce patches every 2-3 weeks apparently, should just name it hot fixes because that's what it is besides the 5 story quests that lead to the expansion.

The reason they didn't do that is because they didn't want the wait for the expansion to feel longer. Back in 2.5, it was split due to size/necessity. This time, it was done intentionally (not counting the last minute Diadem bugs), so the "wait" after the main scenario wouldn't be as lengthy.
