These pics was posted a few years ago on ZAM. At one point FFXIV was codename project Rapture and here are the leaked screens.

So yes I believe the dev team can do this and they should. Eorzea is only one of three small continents and we don't even know whats beyond the Empire, its fact no one can judge or rule that out. Just like new monster races and tribes can be added the same can be applied to player races in a sense.
