    Just speculation, but I think that there's two possible reasons for that fact. One being the majority of the Dunesfolk eventually settled down in what has now become Ul'dah. The second being that some settled down and founded Ul'dah, while the rest still roam the dunes south of Ul'dah. Thanalan is more rocky and the terrain seems like it would be rough for large beasts to move around in.

    Would make more sense for them to be in the massive dunes south of Ul'dah.

    Either way, more lore on the races would be nice.

    There's also the possibility that they are not native to the Eorzea's region, and resides in another part of the world Hydaelyn. All the opening scenes for the game shows people immigrating or traveling into the city-states.

    But yes, the point I was getting across was the need for lore.
