I thin it was rushed too but I think there are reasons to that
First we must acknowledge the feedback concerning the 2.x story arc and the feeling of overwhelming ppl feel when compleing 2.0 main scenarioin and the 100 quests they need to do just to unlock HW content, we saw that SE trended to make shorter quests after the 3.0 scenario because of those feedbacks
As for the second point, which honestly it's a personal one and as such less impactful, I think that the real ending to the HW expansion was 3.3 MSQ, with the end of the dragonsong arc, to me 3.4-3.5 were in a way fillers to get us going and I say that without wanting to diminish the effort made to create those stories, and in a way I appreaciated the pacing of the post HW stories better than ARR ones as honestly the ul'dahn revolution kinda dragged along in the sidelines.
That said in the end I feel the need to press on just like what I felt in the ending of 2.55
