Lalai Steps of Thal Uldah

I am desperately looking for Lalai for a Black Mage Quest I need to do and I simply cannot find her.

She is supposed to be (Uldah) Steps of Thal. heck, when I look the map there are about 5 or 6 places. I ran them all over for hours and cannot find Lalai and also tried by coords 12/13 but that does not work either. (she is very little with a huge hat - saw a pic of her) staning with another little one in plain clothes. )

Please help near what crfting place is she (Mining?Weaving? etc or some indication or where and also UPPER Steps of Thal or LOWER Steps of Thal

Lailai is the lalafell BLM in traditional FF BLM coloured AF standing outside the locked gates to the Milvenath Sacrarium, which is kind of hidden away on the map (it's in the general area of the MNR and WVR Guilds, but it's an outside area that is found down a side passage. It's the same place as the Calamity Salvager (only up the steps behind and above him).
