No. Blind is a 10% reduction in your current accuracy stat. Featherfoot is a 20% increase in the invisible (level based) evasion stat. It is the difference between your accuracy and the targets evasion divided by a third value is what determines dodge chance.I don't know how it works, but I'm pretty sure it's not this. I posted something similar like this before at seal rocks release, but deleted it as I wasn't sure (I'm still not) and don't want to spread false info, so take this with a grain of salt. But from personal experiences you can not become immune to blind no matter your accuracy rating. Blind/FF seem to work not as straight -% accuracy, but something like a flat +% chance to miss. FF is like an internal blind shield on you vs your opponents that try hit you.
Base accuracy at 60 is 354 with evasion a similar number. You need around 394 accuracy to guarantee hitting while blind, a 425 to hit a Featherfoot target and 472 to hit a Featherfoot target while Blind.

Blind should be a flat 15% chance to miss. That makes it a useful mitigation tool for PLD for trash mobs.
