I'm guilty of doing this. When I did DF I would usually say my hello at the start and goodbye at the end. Mostly because I honestly never really cared about getting comms myself. Usually I would give mine to the one I felt was most attentive in the run regardless if they said anything or not before I left.

I've found that when I heal I tend to get a guaranteed one commendation and often get two, very rarely get three.
When I'm a dps I get one commendation maybe 6-7 times out of 10. I pretty much never get two or three.
I'm up to about 50 so far on this character (level 30-40).
My former main character that I was just a summoner on hit level 60 and barely had above 20. Then again I tended to not do any duties outside of the main storyline.

I think something that helps a lot is being friendly and saying hello at the start and 'thanks all' at the end.

I play either role in dungeons. If I play healer, I'll give it to the DPS that impresses me with their numbers or a tank that is a beast with DPS and cooldowns management. As a DPS, my order is Healer that DPS > Amazing tank > Amazing DPS. As a tank it's Healer that DPS > DPS that impressed me. A healer that never DPS will never receive my comm.

However, sometimes you'll get paired up with pre-made 2/4 or 3/4 groups, since they can't commendate to each other, they are most likely going to commendate YOU if you did a good job or your job.

I don't commend anyone who remains mute throughout a run. Normally, someone would have to be at least a little friendly to earn my commendation but these days I have learned to be grateful if they so much as say hello. If both say hello, my friend and I split our commendations between them, if I'm alone then I'll decide based on who was more friendly/noteworthy typically. Otherwise, I don't give much attention towards how good a player is. I don't feel this is a game where people can be "impressive" honestly speaking, so I'd much rather encourage those who can at least distinguish themselves from bots.

I'll also commend people who fail a bit/a lot if they are polite and very apologetic about it since I appreciate that in a person and I don't like them to leave totally discouraged. So in short, a person's class as zero impact on my decision.

I tend to award coms based of performance. As a healer I usually get a pretty good view of the fight since I need to watch everyone. DPS that use their utilities, particularly ones that are often forgotten like Virus, will often earn a com as will dps that do mechanics correctly and don't tunnel vision in fights.

No matter how perfectly I do my rotations, help the party with information (when relevant to do so), perfectly dodge every single AoE in the entire dungeon, I still almost never get a commendation as monk. People have a bias towards tanks and healers even if they're just doing "fine" (as opposed to nigh-perfect). Personally, I have a bias to ninjas that use Goad judiciously on me or others if their do need the TP, and bards that use songs properly when relevant, so long as did they okay in other ways. Else, I commendate whoever I believe did best in their role.

Innocence doesn't mean an absence of wickedness, nor is it represented by the absence of anger or hatred. Innocence is when seeing others hurt also hurts you. When one becomes blind to the people suffering in the world, that is what it means to have lost one's innocence.

I can't help but detect some traces of salt. People like friendliness especially among NA players. As a Monk who enjoys tossing confetti and spamming emotes to make macro dances, a bit of personality goes a long way.

I'm aiming for mentorship so I kinda need them.

    gf posting:
    as a tank
i get 1-2 coms most runs. rare times i get 3.
i try to be a team player, and promote teamwork.

when I give coms, I try to com people who did their best as a team player

what I do is come the person who does this:

    1) say hi at start, and/or admits to being new

    2) Works with me as a tank, as in attacks the mob I unmend

    3) is smart on skill use/buff use/ and uses support skills that reduce their enmity.

    4) us helpful when people say their open for tips/advice.

I don't give coms to people over:

    pulls for the tank

is silent, even with people open to tips

attacks random mobs at full force, making it hard to get enmity on it.

doesn't use enmity reducers, or aoe skills in large pulls.

does stuff that doesn't promote teamwork like: insulting people, casting regen pre-pull slowing down the run due to turning it off (don't assume everyone is on pc ps4 players need a macro to turn these off)

I only give Comms if someone is playing well. And that only happens 50% of the time. And when it does & more than 1 person is doing well I give to Tank/Healer if I am Tank/Healer and DPS if I am DPS. I don't need a parser to know how good someone is as I play every job exceedingly well...coughbragcough.

Most of my comms were from levelling tanks/healers, though I usually get 1 as a DPS. Mostly as a MNK, I've gotten 4-5 a few times?? I weirdly used to take not getting comms personally but now that I have the dumb 3000 mount I don't even care anymore...

I remember when I leveled up my ninja job between 50 and 60.
I used when I could Goad, Smoke Screen and Shadewalker.
One day a tank said to me : "your are the very first ninja I saw who use those skills in dungeons"
I got commendation from him at least, don't remember about other.

An advice, use everything you got which could help the team.
