Uh, Flare already is in the game (it's a level 50 BLM spell). And Ultima is part of the storyline and accordingly will never be a player spell because said story has the spell completely lost to the aether
(it was contained within the Heart of Sabik which powered the Ultima Weapon and which Lahabrea cast during the final battle in the Praetorium to take out the player's 'shield' (and destroyed the Praetorium in the process) - the spell was lost with along the Heart of Sabik when the Ultima Weapon explodes upon completing the battle.
And before you pass judgement, it's not like SE hasn't done this before, FFVII after all had Holy and Meteor as story concepts which the player could never gain, and Ultima was never added to FFXI either.

Demi I guess is always possible however, but probably unlikely at this point.
