depends on your gear. i can do it in like 6 steps of innerquiet/hasty touch then innovation great strides byregots and just CS II to finish it. pretty basic.
Varies on Gear and what cross class you have unlocked. So could you be abit more specific? Example what classes you have unlocked or what your able to HQ 3 start or 4 Star rating currently? If you can HQ 3 star you should be ok. It's not like you need to max out quality just min req. same amount reward.

I'm using: Muscle Memory, CZ, IQ, WN, SH II, Basic Touch x5, Manipulation, SH II, Basic Touch, GS, Innovation, Ingenuity II, BB, CS II x3.
This is enough to do all the custom deliveries, including the 60 1-star, without food and without hasty touch (so no randomness involved). It's also pretty fast and can be made into a macro.
The only drawback is that it requires WN and Manipulation (as well as Muscle Memory and both Innovation and Ingenuity II at the same time), which might not be standard cross classes that you have for other rotations.
I use pretty much the same rotation as Assato above. I use Stone Soup to add 17 CP. Basically, you need IQ7 with Innov or IQ8 alone to reach 100% quality from zero quality. Progress-wise, Muscle Mem + 3x CS II under Ingen II seems to be the best. The problem is the 60 durab, which renders MM2 (160 CP) automatically losing 10 durab (meaning adding only 5 touches). So we prefer to do it by WN + Manip (144 CP, adding 5 touches) or Manip + Manip (176 CP, adding 6 touches). WN + Manip would be exactly as Assato's rotation above using pure Basic Touches reaching IQ7, and uses Innov to make that final boost of quality. Manip + Manip will let you reach IQ8, but apparently CP is really tight, and would require at least 1 Trick of Trade taken. In the end, I think Assato's rotation is the best way to go.

what worked for me is basically the rath rotation.
but you only use one piece by piece at the beginning and you may have to sacrifice a hasty touch attempt at the end for another careful synthesis II
requires a little bit of using the brain but i just did about 10 attempts with the store bought components to test and worked for me every time so far. Pretty good odds for like 800g worth of components
all the ones other than orphanage donation i just used a basic 40 durability macro with perfect success so far
I use: Muscle Memory, Comfort Zone, Inner Quiet, Steady Hand II, Basic Touch, Advanced Touch x2, Master's Mend II, Steady Hand, Great Strides, Innovation, Byregot's, Careful Synthesis II x3.
I have 430 CP on my blacksmith, Craft 1021, Control 963. Rotation uses no food. Good for components as well as the actual item.
One button Macro. Well at least it works on the Heartfelt gifts. We'll see about other things.
Another edit. Orphanage donation was too big for this macro. Had to add a Piece by Piece after the first Steady Hand, Make the second Steady Hand into a Steady Hand II and added a Hasty Touch after it. and used 4 Careful Synthesis II.

Since you're at -35 at that point, can't you use Master's Mend instead of Manipulation there? You're only saving 3 CP anyway, and that puts it at 422 if I didn't miscalculate. To be honest, however, I have all of those cross-class skills on Blacksmith, which is the class I use to craft those things.
