Do you have to have a level 60 crafter in order to see "custom deliveries"?

I figured I'd blitz my CUL up to confirm for sure:

The Custom Deliveries section of the Crafting log is only visible to level 60 DoH. You can craft and turn in these items at any level by manually searching for the items.
