actually they already had a system in place to stop it before and they removed it. you couldn't add or drop from a party in combat. this would only leave one method of PL viable which is were the low lvls gotta engage the mobs first which would be really slow since they couldn't engage 15 mobs at once without dying.
I wouldn't mind seeing that added in again.
