    My Off GCD recast timers set back a few seconds rather then activate the skill

    (Update) I reinstalled the Game, it is still happening. I also noticed that the animations will partially play before the skill sets back with a short CD.

    I also have not heard from anyone, either ingame Bug report or this forum. So, Right now, seeing as the game is unplayable for me. I think I'm going to drop my Sub.

    (Update2) I thought I'd try to rest my modem and router. that didn't work. The Game says connection is exellent.

    Sounds like packet loss and/or latency issues. Doesn't necessarily mean it's a problem with your computer or your router, but rather the Internet route between you and SE's datacenter. Only thing you can really do to improve it is use a VPN like Mudfish or WTFast, or send a report to your ISP in the hopes that they might improve things themselves or harass the backbone provider to do something about their infrastructure.
