    The move is happening sometime before stormblood. If you take the EU server move as a benchmark, the servers will be offline for a couple of days.

    No one knows where the new location will be, but even if they don't announce it, people will run /tracert when the servers go live to figure it out, so you will find out then.

    Not really much else we need to know.
