The problem is that it will lead to claim bots coming to this game, just like that other Final Fantasy MMO, FF11. Now maybe you're ready to dump $3,000 on the FF14 version of NASA, Kaces or Arenz but I would really like it if I didn't have to, or if I didn't have to join an LS that did.

An example would be to have the HNM not claimable until 1 second after it registers on the servers and if you try to claim it during that 1 second it would lock you out of claiming for 3 seconds. At least this is what they did later on before the latest expansion.

They did that in FF11. And then the bots changed and made it even harder for you to claim without them. Basically how it works in when mobs spawn theres a random interval of time between 1 and 4 seconds after they pop where they can be claimed, any action before this does not work. What the bots do is link up your alliance of 18 people, so that all their claiming abilities fire at different times. Person one uses provoke at 1 second, person 2 provokes at 1.1 seconds, person 3 provokes at 1.2 seconds, person 4 provokes at 1.3 seconds...... get the idea?
Your idea/1 gil isn't worth anything, you're suggesting an already tried method to defeat bots that just gives them more power.

Well, just as a reference, this is exactly why bots like NASA were made, to counter the claim delay by staggering claim intervals. But, even these bots were beatable by legit claims, and there are other ways around it as well.There are ways to counter bots like that.

Like all of the current "HNMs" in FFXIV, if they have a huge spawn area, these bots won't mean shit. The only bots that would help out in this case are flee hacks and pos hacks, which can easily be seen by other people and much easier to prove to GMs.
Claim bots ran rampant on XI because it's very difficult to see if someone is really using one, aside from AFK claiming. But flee/pos hacks are another story. Even in XI you needed to have a lot of balls to use them around other people, more often than not they resulted in bans and suspensions once SE started taking them seriously.
So, as long as pop areas remain very large, bots should never be a problem. And if they do become a problem, FRAPS it and submit it to SE (keep in mind that GMs are part of the reason they're starting subs and will hopefully take bots more seriously).
Apparently you didn't compete for claims against these bots legitly if you think you stood a chance against a bot army using NASA or any of the others. They were not beatable, if you brought your own alliance of 18 people to compete against them, you would win maybe 1 in 20 or 30 claims.
They did this in FF11 also, with Sandworm and Dark Ixion. It also didn't work and just gave the botters more of an advantage. There was a combination of 3 programs used for these NMs. One would make your character say in LS when one spawned, the second it spawned, and say which zone you were in. And the second displayed the widescan arrow on your compass telling you which direction the mob was from you, so you knew exactly which direction to flee hack in to claim it. (Flee hacking was the 3rd program)
Also, there's this fun little rule for flee hacking, if GM's don't see you do it, they can't prove you did it, and they won't ban you. It's not exactly hard to fake a video and speed it up so someone looks like they're flee hacking either.

All I read in your response is "I like my bots and beating everyone and blocking them from content." This is not how games should work, and keeping botting from becoming the norm is more then enough reason to not include out-dated ideas for how content should work.
Pretty obvious this game is not going in the direction of 11. I still think Odin is something Yoshida came up with when drinking the sake or Tanaka snuck in somehow.
Skimming through the posts I saw someone mention EQ2's dungeons, which were a fair compromise. They were huge to allow multiple groups (most had a raid target or two also), and if the zone became too crowded it created a new shard of the dungeon. The carnival on rails instance dungeons get stale after awhile so these were good alternatives.
