Most likely nothing really in ARR is Heavensward, most likely things like bigger/more detailed areas from here on out. Possibly more customization options.
The only thing I could see maybe happening across the board is increasing the draw distance for shadows and little tweaks like that.
My guess is add on support
Personally I think it was more so they didn't have to make a ps3 version of stormblood. Without shutting the game down there is only so much they can do to improve stuff.
I also believe that the ps3 was able to handle more than some of the pc's some ppl are currently using out there right now. If they are able to increase the graphics more without shutting the whole game down for a revamp the next thing they'll be doing is telling the 32 bit PC users that they have to upgrade thier pc's to a 64 bit or they won't be able to run the game on it anymore. It'll be after that they'll target the ps4 users.
According to the recent interviews out of PAX, Kugane the new hub city is going to be seamless, as in the city won't be broken up by load screens like the current main towns. This is one of the big and most welcome advantages.
Gee I don't know how can we improve a game now that we do not need to run it on 512 MB of RAM?
Someone already mentioned Kugane, and that's an immediate plus. I also imagine the new UI elements for every job are going to enjoy the breathing room. While we might not see a bunch of immediate effects, the floor has been raised quite a bit. Purely console to console comparison, the PS4 is so vastly superior to the PS3 that it isn't even in the same realm. They now have a lot more room to make a lot more options, only time will tell what they do.
