After your chocobo gets to rank 10 you can use a Thavnairian Onion every level to break the level cap for the chocobo. Max chocobo rank is 20 and you can max all three trees at that rank.

It depends on your server, I've seen them fluctuate from 80k to 500k

It's true that you don't have to, since (with the help of some Thavnairian Onions) ranks now go up high enough to just continue until you get all the points you need. But the higher ranks take longer to level, so resetting your current points into the healer tree could get you the WHM barding sooner.

Besides fluctuations and server differences, they also (like many items) used to be more expensive when they were newly added to the game. If you or whoever you heard it from had seen an older discussion, it could just be outdated info.
