Were they actually in English? I remember them saying artbooks were just in Japanese to minimize costs/work or something like that.

I have all of the artbooks released so far and the main text is always in English as far as I can remember. What isn't translated is the odd little notes or scribbles you might see on the concept art, but that's to be expected really.
Not quite. If you purchased Scars from a Japanese source (say, AmazonJP), the text is all in Japanese. Publishing source matters for this book unfortunately (like the lore book).
Obviously something you bought from Japan would be in Japanese... I was referring to the ones purchased on the SE store which is where I've got mine (except for one at Fanfest I believe). I should have specified though.
Obviously? no. The first two artbooks are bilingual and identical regardless or purchase location. Scars is not. With AmazonJP usually being way cheaper than other purchase options it's fair warning if you can't read Japanese.
Yes, this is the point. With the last two art books, regardless of whether or not you purchased it from the SE store or Amazon.jp/amiami or whatever, the contents inside were identical bar the ISBN etc. Art of Ishgard Scars of War is -not- the same. There is the usual titles/names in English but with 6 pages of Japanese, those are translated in the NA/EU versions.
I bought mine in store. I was going to wait and not get it straight away, but then it was staring me in the face and I couldn't help myself. I can put up with the last few pages being in Japanese for the ease at which I obtained it ^.^
