The issue is more complex than simply blaming Level 3. As network infrastructure is by no means simple and relies on several companies.

Many times Level 3's services are not the issue. As other servers and hardware by other Companies provide essential routing services are vulnerable to Redundancy failures, misconfiguration from network changes, and of course DDoS attacks. Below is a perfect and more recent example:

The last major outages that affected a large portion of XIV players was falsely reported blaming Level 3. As the true issue after investigations was DDoS attacks on DNS Servers which is an entirely different company and service. It is why it also affected more players located all over the US. From a normal PC player's eyes via trace routing it looked like the issue was Level 3, but in fact it was a DNS server being crippled and not sending you to the proper route.

The other not so complex issue is Level 3 owns and operates several major pipelines in the US. A physical location move has a good percentage of the major pipeline still being Level 3.

I am not supporting Level 3, I'm simply stating the issues are not so simple to go the easy route and just blame them.
