Hold and W crossbar? sorry just really new to this.
Under System->Character Configuration->Hotbars->Cross and ->Custom there are a variety of hotbar settings. For instance I have it set that while my weapon is drawn taping R1 will swap between Cross hotbar 1 and 2, pressing L2 and then R2 and holding will bring up the left side of cross hotbar 3, pressing R2 and then holding L2 will bring up the right side of hotbar 3 and double tapping R3 or L3 will bring up the face button sets for the right or left sides of cross hotbar 5.
Sharing hotbars means that hotbar will be shared aross all job/classes while unsharing them means that whatever you set for them will be specific to that job/class (I have cross hotbar 4 shared).
I'd also check out the filter section under Character Config to customize how and what you can target in and out of combat. I do play SCH as my main and while it can be slightly slower for me to control where I place my pet when I'm on my PS4 that's the only disadvantage I've noticed to using the controller vs a mouse and KB.

Before I got into this game weeks ago I heard people say how slow the combat is. It turns out I like how it is and while it may seem "slow", all the skill rotations needed seems very fast-paced to me which makes can make things overwhelming at times, unlike Wildstar where you only had to manage one hotbar of skills. Each class seems to manage 3 hotbars which is a bit nuts and makes the combat seem more fast and busy to me. But to each their own - some may find this game has slow combat and may or may not like it. It's kind of nice not to be spammed with enemy telegraphs all the time haha.
I play on PC and have 3 hotbars visible on screen with all the keys bound to something i can hit on the keyboard or with the mouse. I also know that theres a command i can use to switch bars, but ive got enough space on 3 for what i use in combat(and a couple important out-of-combat skills too). Switching like Naria is describing is a controller thing, because you only have a few buttons you can use to input commands.
