Your image link is broken. But assuming it's a picture of a player who is stuck underground or outside the map boundaries, it's a bot. They use maphacks to move around quickly.

While you are largely correct, I just wanted to comment that being outside the map boundaries doesn't mean it's a bot. There are two places in the game I know where I can get out of bounds, which I can easily replicate.
