Can't summon Chocobo mount

Steps:
1. I transfered my character from Moogle to Ragnarok
2. I have my Company Chocobo action on my hot bar
3. the chocobo action doesn't work and I don't have it on my Mount list
4. I don't have a Chocobo Whislte on my inventory
5. I can't buy another Chocobo license from my Grand Company
6. I have "My Little Chocobo" quest completed
7. I have "My Feisty Little Chocobo" available but i can't start it because I don't have a chocobo.
8. I don't see the option to restore the Chocobo whislte from the Calamity Salvage.

Just for clarification: The "Item Reclaim" option from the Calamity Salvagers does nothing?
