I think we need to move the 'Exploratory Missions' topic from game play to community or maybe feedback.
I mean it's not really game play when the go to strategy for groups is to into the dungeon and afk.

1] Make More Explonary mission, why not make them repeatable, too much leavers make emergency mission not possible if players go away after finishing the mission
2] a Token system There too much job to bear so much rng, Make a gatcha system locked to a job with token or even piece of gear or make it so get rng piece for the job you queue. If it work for Diablo III maybe there not so much job in diablo III ?
3] Make boss with some mechanics, not hard. but still interesting, less trashmob, it interest nobody, realy...
4] i have nothing to say about how is emergency mission content, it's not so easy, and strong loot should not get from easy task, i think 1 player of 72 is harsh, but we don't have alltimes the players to do the task, and it realy don't pop often at all.
5] Loot should not surpassing the ilvel from the relic or the raid, make extremely rare weapon as a prize of a lottery is friendly to nobody exept the lucky one.
For me 265 gear was ok : some players can say : but 265ilvel with correct stat can be better than a 270 raid/tomes piece.
I reply to this : why have something else to gear only alt and get nothing for your main?
Why have something else to get Gear in this case?
280ilvel is too much when there not other alternative, but actualy players base is thinking 275 weapon is ok ?
