Treat raids like PvP with queues

    Void Ark/Weeping City/Dun Scaith/CT/ST/WoD

Personally, I think they should be treated like PvP queues whenever we have that ONE tank/healer/DPS who doesn't hit commence. Give people time to contact their FC/Linkshells to ask if someone if interested in joining, as well as people who were already queued for them to jump ahead in the queue.

And if not done with these instances, at the very least add them to whatever 4.X tower stuff we'll probably have in the future.

I do feel the system totally resets when a role like healer or tank drops. I feel this is the issue. Sometimes the system moves players around as well even if the party is mostly full. I do not encounter this problem in WoW at all and it seems to better prioritize those who have been waiting the most for an instance.

This also gets me thinking of the flex system similar to what WoW has in regards to its LFR. With the system healers and tanks must accept but the number of dps can fluctuate to a degree and people can change classes if need be within the instance to accommodate what's needed. If a healer or tank drop the raid after accepting then they usually do not hold back the raid. Please keep in mind this difficulty is far easier than FFXIVs 24 man's and would probably not work for this game. It would be nice if players could change classes need be in an instance though if a tank or healer drops. I think this would help

Yeah similar to the flex system but not as fleshed out (doesn't scale like Flex can). In PvP it will just put you into "the best I've got" after you've waited a long period of time - so you could be in a 4 person party for 8 man content (as a random example). Of course PvP doesn't care about composition either lol, but that'd matter here.

Just so people can better reference Flex: http://wow.gamepedia.com/Flexible_Raid with a snip:

Flexible Raid (also called Flex) is a raid system integrated into Raid Finder, Normal, and Heroic modes. It allows for raid content to automatically scale its difficulty depending on how many players are in the raid at the time the bosses are encountered—between 10 and 30 players. That means if a raid has 11, 14, or 23 other people available for a Raid, they'll all be able to participate, and the enemies will scale dynamically. This difficulty scaling will bottom out at 10 players, even if you have fewer than that in the raid.
Of course the system doesn't work for Mythic which is sort of our Savage (except WoW's is a raid lol). So if you wanted hard WoW raids you'd not be using this system.

More flexibility like this would be lovely. I've long begged for undersized to be unlocked universally (not unsynced) but the flex system would be even better.
