    No, you can get them from lockboxes and trading in unwanted gear as before. Heck, I got about 9 brass spoils from my run.

    I'm pretty sure I got some out of my lockboxes and from the personal reward bag and I wasn't gathering. Steel spoils are the gathering only ones.
