And what of those who already got married? Would seem a tad unfair if they would of rather had it in other places.

They could make an eternal vow renewal ceremony, so that previously married couples could renew their vows to each other.

Another thing they could do is annul the wedding and do the quest again in the new chapel. And yes there is a free option. Not ideal, but it would work.
