I've been checking and I've seen some different sandals' foot gear modifies the ankle and toes' height position (I'm not talking about the flat-feet thing). I think they could do the same as here, positioning the feet and ankles lower (so the soles can touch the ground) ONLY while barefooted (obviously this would make slighty larger legs, but it would be a minor thing). How to implement this? Well, I don't know. I know it's still a very complicated issue, but I'm just dropping this.
Other games do that. If there is a high heal option your character doesn't get any taller like a real person would. The foot and lower leg are just reshaped and the same height is maintained. Removing the sandal would be like the reverse. The sandal would be reshaped and textured to be the sole of the foot, the top of the foot would be moved down and the leg lengthened.
