Don't use the Steam verify files, it really doesn't work like you expect.

If used Steam compares the files on your disk, to the version on the Steam server. The problem is the Steam server only has 2.1 (when it was released on Steam) and all updates since then are through the SE launcher itself.

So when Steam goes to verify files it notices they're different so literally deletes and redownloads 2.1 from the Steam servers... and then when you run the game again the launcher sees you have a ton of patches to apply so downloads 2.2, 2.3, 2.4, 2.5, 2.55, 3.0, 3.1... you get the idea.

This is the same with any Steam game that updates through its own launch though.
