I believe that the system is in need of change, others do not believe so. I reason why I believe that the system is in need of change. Others fail to refute the reasoning.Stating your opinion as a measurable fact does not equal fact. It's an opinion. You believe that the system is in need of change, others do not believe so.
OT
It's a terrible idea. If you want a particular piece of gear then learn that/those class/es and put forth the effort.
Thank you for trying.
People HAVE refuted with reasoning, you just refuse to acknowledge that reasoning because it goes against what you want.
Edit: Your solution is to ruin the game, Masekase gave an incredibly good reason as why your solution would do just that. We on the other hand, have a solution that makes it all so simple and doesn't require any form of game changes. Play the Job if you want the gear. See, how hard is that exactly? Don't play the job, why do you deserve it? Are you even going to use it if you aren't willing to play for the gear?

The only thing I've seen is "but I need seals and desynths". This is not something they can only do while in a job/class that can roll "need". Where's the refutation? It's nowhere to be seen.
You aware that you dont want to change the loot-system, Cordie, but only make it more annoying and difficult to use gear for any other purpose but wearing it (may it be for glamour or stats)?
The system you're proposing isnt helping anyone nor is it needed - specially when its obvious that the game intends you to use dungeon gear for other purposes outside of wearing it. With your horrible, horrible idea non-crafters basically dont have a chance to get GC-seals, yet they are crucial to progress within the game - may it be relic, contribution to FC-crafts (like getting material for the airships etc.) or your squadron. And for crafters seals are actually that high in demand that "needing" them is totally valid (but ofc, you cant know that since you're not really a crafter...)
Basically your system isnt benefitting anyone but is screwing a lot of people for no good reason.
Specially when there is a very good system in place to solve the issue: Talk to your teammates and ASK if you can get specific pieces. Sometimes you'll be lucky, sometimes you wont - reminds me about something... mmh... its almost like... rolling a dice on a piece of gear that dropped...
Yes and its a good reason - one that you cant understand when you dont craft. And while its not something that I can ONLY do with the class that can roll need on an item, by choosing a class that correspond well with my desynth-classes I can influence it quite heavly. For example my desynth classes are weaver, ltw and goldsmith - so my best bet is running dungeons as ranged or caster because those classes can roll need on leather and cloth gear.
I dont understand why you're so tied up on the idea that you'd only be allowed to use the piece of gear you got on the class you got it for. I need it. Period. For what reason I need it, is non of your or anyones buisness when the game is designed around needing those dungeon-drops for a lot of things outside of simple gear-progression.

Definition of need
1
: necessary duty : obligation
Ex. no need to apologize
Ex. the need to pay taxes
2
a : a lack of something requisite, desirable, or useful a building adequate for the company's needs
b : a physiological or psychological requirement for the well-being of an organism health and education needs
3
: a condition requiring supply or relief
Ex. The house is in need of repair. refugees in need of shelter and food
4
: lack of the means of subsistence (see subsistence 2) : poverty
Ex. The community program provides for those in need.
Call me silly but even if for desynth or GC seals for a relic seems to fit the first one.
Turn ins for ranking up a FC seems to fit 2, 3 and maybe 4.
I am a unique and beautiful snowflake, I demand to have all the things I desire over anyone else's needs/wants/desires?
Not on the list, sorry.
Don't like it? Take it up with Merriam-Webster.
Have a nice day!!

Reading too much of the forums makes me very sad and apathetic.
This is only because you are viewing this from the wrong angle.
You would essentially be asking the least played roles to perform more work for the same rewards they get already when there is already very little incentive for players to play those roles in the Duty Finder.
You keep saying players haven't "refuted" your points but the system is working in it's current implementation, it's you who is trying to enact change thus the burden is on you to provide enough reasons for your idea to be desirable over the currently working alternative. Something that judging by the responses thus far you have failed to do.
This isn't a case of people telling you what they think should be the case it's players telling you what the case currently is.
Answer the questions from earlier:
Why as a tank would I even bother to queue for low level duties should your suggestion be put into place if I'm going to have to jump through additional hoops to need on gear I should already be defaulted to by playing the role?
Why would any healer bother to queue for the same reasons?
You have failed to actually answer these key points but instead are plugging your ears to the many people in this thread saying they are important factors.
If something like your idea were to be put into the game you would see many people who play those roles (myself included) not bothering with the duty finder as a tank or healer outside of the bare minimum required for certain quests which will only adversely effect queues for everyone the newer players included.
So once again if you specifically want gear for a certain role it is always in your best interest to play that role and lot need on the items if they drop.
