If you roll need and no-one else is playing the class you will get the item. You don't have to equip it immediately, and you shouldn't if it's a downgrade! .
But under your rules, you WOULD have to equip it at some point. Therefore is a major punishment. You simply can't be reasoned with can you? You seriously can't see how your idea would actually cause the death of the game, instead of aiding people.
