Long Queue times for full party (24man Raid)

I'm not sure if this is the right place to put this, but I am on Midgardsormr in Aether data center.

Our FC gets parties to do all kinds of content and consistently we find that when we get a full party of 8 people together (with proper setup 1Tank, 2Heals, 5dps) to queue for any 24man content, we get ridiculous queue times. Someone gets tired of waiting and they drop so we then queue with 7 people, and the queue will then pop almost instantly.

What is it about a full 8-man party when queueing up for Dun Scaith or Weeping City that causes consistently long wait times? I've provided a link to one example of how long we waited with no pop. 93 minutes and counting...
