They aren't two separate things. Duoing Bahamut unsynced is harder than clearing Ifrit Normal synced but you will only get a commendation for the latter. Stomping Mog Ex as a full party unsynced is easier than doing new Savage content. Heck, running Weeping City synced on launch was harder than running Syrcus Tower synced today. The stats are meaningless as anything other than a novelty because the difficulty level is completely inconsistent, either synced or otherwise. You need to just stop looking at the numbers and start having fun.
