That's a pretty baseless claim and mainly based on the fact Garleans are generally anti religion. In all honestly they have no better idea on wether the twelve actually exist.

Eikon's/Primal's aren't neccesarily the same thing. They are effectively animated and sentient religious idols, Living constructs of Aether given the shape of what their believer's imagination of what their god's are like.
